The 1990 passage of the Americans with Disabilities Act was a big step toward making disabled Americans more comfortable and better able to access restrooms across the country. The act created and enforced a whole roster of new rules and regulations dealing with many aspects of public bathrooms and their design. For many years there had been no central authority mandating these much needed changes, with only a few states, like California, proactively attempting to solve the problems of the antiquated restroom systems. From top to bottom the American public restroom would have to change to become more accommodating. Some of the products subject to major renovation were restroom ADA signs.

The Americans with Disabilities Act was created and signed into law in 1990 in an effort to eradicate discrimination against Americans with disabilities. The ADA defines a disability as, "a physical or mental impairment that substantially limits a major life activity." ADA signs are a part of this act. The Americans with Disabilities Act created standards for signs in hospitals, health care facilities, and any other place they are needed. The ADA is quite similar to the Civil Rights Acts of 1964 that sought to eliminate discrimination based on sex, race, and religion. The ADA seeks to eliminate the same kind of discrimination aimed at people with mental or physical disabilities. The Act attempts to put all Americans on a more even playing field.
